The term “responsibility” refers to the act of determining whether or not a person is responsible for his or her own actions. He is a Diplomate of the American Board of Professional Psychology in both Clinical and Forensic Psychology. He got his PhD at Indiana University, then interned at the Psychiatric Institute of Columbia University.

After leaving full-time university employment, Dr. Frankel began clinical practice, with both in- and outpatient duties. His psychology practice began to focus on the diagnosis and treatment of post-traumatic and dissociative disorders in 1980. In 1990, he began assisting with trauma therapy programs at private mental institutions. In 1993, he collaborated with Walter and Linda Young to establish a section at Del Amo Hospital in Torrance, CA for the treatment of traumatic and dissociative disorders, and he remained a consultant to the program until July of 2000. He has been a member of the ISSD since 1990 and a Fellow since 1998. He was elected President of the ISSD in 2001-02.
